I think’ comes down to ‘I can’—to an appropriation of what is, to an exploitation of reality. Ontology as first philosophy is a philosophy of power.

With what moral authority can they speak of human rights — the rulers of a nation in which the millionaire and beggar coexist; the Indian is exterminated; the black man is discriminated against; the woman is prostituted; and the great masses of Chicanos, Puerto Ricans, and Latin Americans are scorned, exploited, and humiliated? How can they do this — the bosses of an empire where the mafia, gambling, and child prostitution are imposed; where the CIA organizes plans of global subversion and espionage, and the Pentagon creates neutron bombs capable of preserving material assets and wiping out human beings; an empire that supports reaction and counter-revolution all over the world; that protects and promotes the exploitation by monopolies of the wealth and the human resources of whole continents, unequal exchange, a protectionist policy, an incredible waste of natural resources, and a system of hunger for the world?

Leaving aside genetic surgery applied humans, I foresee that the coming century will place in our hands two other forms of biological technology which are less dangerous but still revolutionary enough to transform the conditions of our existence. I count these new technologies as powerful allies in the attack on Bernal's three enemies [the world, the flesh and the devil]. I give them the names 'biological engineering' and 'self-reproducing machinery'. Biological engineering means the artificial synthesis of living organisms designed to fulfil human purposes. Self-reproducing machinery means the imitation of the function and reproduction of a living organism with non-living materials, a computer-program imitating the function of DNA and a miniature factory imitating the functions of protein molecules. After we have attained a complete understanding of the principles of organization and development of a simple multicellular organism, both of these avenues of technological exploitation should be open to us.

When one uses another for psychological purposes, then exploitation begins. All exploitation is based on psychological poverty of being. There will be no exploitation of man by man when this poverty of being is understood. Exploitation will not cease through mere legislation. There will be exploitation in different forms - at home, in public - as long as this psychological emptiness exists. You will be content with little, with the necessities of life, when you are inwardly rich.

To pursue more than what you need becomes exploitation. You need food, clothes, and shelter, but when they become the means of personal aggrandizement, then exploitation begins. To use another to gain power and position, authority and domination, is exploitation. Exploitation is the problem and not who exploits. The capitalist, the ruler, the zamindar are like you; if you had the chance you would become like them. You would lose your generosity, your love, the moment you climb the ladder of success, of gain.

Can we ever live without exploitation? I say we can. There must be exploitation as long as there is the struggle for self-protection; as long as the mind is seeking security, comfort - through family, religion, authority, or tradition - there must be exploitation. And exploitation ceases only when the mind discerns the falseness of security and is no longer ensnared by its own power of creating illusions. If you will experiment with what I say, you will then understand that I am not destroying desire, but that you can live in this world richly, sanely, a life without limitations, without suffering. You can discover this only by experimenting, not by denying, not through resignation, nor by merely imitating. Where intelligence is functioning - and intelligence ceases to function when there is fear and the desire for security - there can be no exploitation.

Civilized man has been more ruthlessly wasteful and grasping in his attitude toward the natural world than has served even his most material best interests. Possibly - as some hope - a mere enlightened selfishness will save it in time. Even if we should learn just in the nick of time not to destroy what is necessary for our own preservation, the mere determination to survive is not sufficient to save very much of the variety and beauty of the natural world. They can e preserved only if man feels the necessity of sharing the earth with at least some of his fellow creatures to be a privilege rather han an irritation. And he is not likely to feel that without something more than intellectual curiosity - that something more you may call love, fellow-feeling, or reverence for life. Without reverence or love the increasing awareness of what the science of ecology teaches us can come to be no more than a shrewder exploitation of what it would be better to admire, to enjoy, and to share in.
