I spent 33 years and four months in active military service and during that period I spent most of my time as a high class muscle man for Big Business, for Wall Street and the bankers. In short, I was a racketeer, a gangster for capitalism. I helped make Mexico and especially Tampico safe for American oil interests in 1914. I helped make Haiti and Cuba a decent place for the National City Bank boys to collect revenues in. I helped in the raping of half a dozen Central American republics for the benefit of Wall Street. I helped purify Nicaragua for the International Banking House of Brown Brothers in 1902-1912. I brought light to the Dominican Republic for the American sugar interests in 1916. I helped make Honduras right for the American fruit companies in 1903. In China in 1927 I helped see to it that Standard Oil went on its way unmolested. Looking back on it, I might have given Al Capone a few hints. The best he could do was to operate his racket in three districts. I operated on three continents.
The US government has given over $200 billion dollars in military aid to some eighty nations since World War II. US weapons sales abroad have grown to about $10 billion a year and compose about 70 percent of all arms sold on the international marketplace. Two million foreign troops and hundreds of thousands of foreign police and paramilitary have been trained, equipped, and financed by the United States. Their purpose has not been to defend their countries from outside invasion but to protect foreign investors and the ruling elites of the recipient nations from their own potentially rebellious populations.

Far from being reluctantly propelled into hostilities by popular war fever, leaders incite that fever in order to gather support for their war policies. Thereby do they attempt to distract the public from pressing domestic matters, serve the overseas interests of U.S. investors, justify gargantuan military budgets, and present themselves as great leaders.
Only by establishing military supremacy were the European and North American colonizers able to eliminate the crafts and industries of Third World peoples, control their markets, extort tribute, undermine their cultures, destroy their villages, steal their lands and natural resources, enslave their labor, and accumulate vast wealth.
Whereas "false stories" can be told anywhere and at any time, myths must not be recited except during a period of sacred time (usually in autumn or winter, and only at night).... This custom has survived even among peoples who have passed beyond the archaic stage of culture. Among the Turco-Mongols and the Tibetans the epic songs of the Gesar cycle can be recited only at night and in winter.
The Ten Mohist Doctrines [paraphrase] As their movement developed, the Mohists came to present themselves as offering a collection of ten key doctrines, divided into five pairs. The ten doctrines correspond to the titles of the ten triads, the ten sets of three essays that form the core of the Mozi. Although the essays in each triad differ in detail, the gist of each doctrine may be briefly summarized as follows. “Elevating the Worthy” and “Conforming Upward.” The purpose of government is to achieve a stable social, economic, and political order (zhi, pronounced “jr”) by promulgating a unified conception of morality (yi). This task of moral education is to be carried out by encouraging everyone to “conform upward” to the good example set by social and political superiors and by rewarding those who do so and punishing those who do not. Government is to be structured as a centralized, bureaucratic state led by a virtuous monarch and managed by a hierarchy of appointed officials. Appointments are to be made on the basis of competence and moral merit, without regard for candidates' social status or origins. “Inclusive Care” and “Rejecting Aggression.” To achieve social order and exemplify the key virtue of ren (humanity, goodwill), people must inclusively care for each other, having as much concern for others' lives, families, and communities as for their own, and in their relations with others seek to benefit them. Military aggression is wrong for the same reasons that theft, robbery, and murder are: it harms others in pursuit of selfish benefit, while ultimately failing to benefit Heaven, the spirits, or society as a whole. “Thrift in Utilization” and “Thrift in Funerals.” To benefit society and care for the welfare of the people, wasteful luxury and useless expenditures must be eliminated. Seeking always to bring wealth to the people and order to society, the ren (humane) person avoids wasting resources on extravagant funerals and prolonged mourning (which were the custom in ancient China). “Heaven's Intention” and “Elucidating Ghosts.” Heaven is the noblest, wisest moral agent, so its intention is a reliable, objective standard of what is morally right (yi) and must be respected. Heaven rewards those who obey its intention and punishes those who defy it, hence people should strive to be humane and do what is right. Social and moral order (zhi) can be advanced by encouraging belief in ghosts and spirits who reward the good and punish the wicked. “Rejecting Music” and “Rejecting Fatalism.” The humane (ren) person opposes the extravagant musical entertainment and other luxuries enjoyed by rulers and high officials, because these waste resources that could otherwise be used for feeding and clothing the common people. Fatalism is not ren, because by teaching that our lot in life is predestined and human effort is useless, it interferes with the pursuit of economic wealth, a large population, and social order (three primary goods that the humane person desires for society). Fatalism fails to meet a series of justificatory criteria and so must be rejected.

[paraphrase] Of the three goods, the Mohists' concept of “order” (zhi) calls for special attention. This is a complex good comprising a variety of conditions the Mohists probably regard as constitutive of the good social life. From passages in which the Mohists characterize zhi (order) and its opposite, luan (disorder, turmoil), we find that the elements of “order” include at least four sorts of conditions. All levels of society conform to unified moral standards, and incentives and disincentives based on these standards are administered fairly by virtuous leaders, as described in Mohist political theory. Peace and social harmony prevail, characterized negatively as the absence of crime, deceit, harassment, injury, conflict, and military aggression. Members of society manifest virtues constitutive of the proper performance of their relational social roles as ruler or subject, father or son, and elder or younger brother. Order obtains only when the ruler is benevolent, his subjects are loyal, fathers are kind, sons are filial, and elder and younger brothers display brotherly love and respect. (Like much ancient thought, Mohism has a sexist bias, and with few exceptions the texts disregard the social roles of women.) Community members habitually engage in reciprocal assistance and charity, sharing information, labor, education, and surplus goods and aiding the destitute and unfortunate. In summary, “benefit to the world” is a general conception of welfare comprising social harmony and public security; economic prosperity and a thriving population and family; reciprocal cooperation among neighbors and charity for the needy; and good social relations, manifested in the exercise of virtues corresponding to the fundamental social roles.

It has been four years since I commenced this life of solitude, living in the maid's room and cooking for myself. At first there was a certain novelty in the arrangement. Then, toward the end of last year, the ways of the military government began to grow more arbitrary, and there came a change in the world; and somehow the drab and inconvenient life of the bachelor has come to seem so appropriate to the moods of the days that I would not now find it easy to change. Indeed, my feelings and thoughts are quite beyond description when, on an evening of a sudden autumn rain, I drag my sandals along the cliff, taking care that the frayed thong does not break, and buy onions and radishes in Tanimachi. I am quite drunk with the melancholy poetry of it all. However malicious and arbitrary may be the ways of the government, it cannot keep one's fancies from running free. There will be freedom while there is life.

Ironically, many ordinary people and their families cannot afford to live “simply.” It is a demanding enterprise when one considers the costliness of “simple” hand-crafted artifacts and the exorbitant price of organic and “recycled” goods. Moreover, what the “production end” of the environmental crisis cannot sell to the “consumption end,” it will certainly sell to the military. General Electric enjoys considerable eminence not only for its refrigerators but also for its Gatling guns. This shadowy side of the environmental problem — military production — can only be ignored by attaining an ecological airheadedness so vacuous as to defy description.
The barbarous custom of having men beaten who are suspected of having important secrets to reveal must be abolished. It has always been recognized that this way of interrogating men, by putting them to torture, produces nothing worthwhile. The poor wretches say anything that comes into their mind and what they think the interrogator wishes to know.

In the course of ages the nucleus of social custom inscribed in law has been subjected to but slight and gradual modifications.
The Roman Empire was a State in the real sense of the word. To this day it remains the legist's ideal. Its organs covered a vast domain with a tight network. Everything gravitated towards Rome: economic and military life, wealth, education, nay, even religion. From Rome came the laws, the magistrates, the legions to defend the territory, the prefects and the gods, The whole life of the Empire went back to the Senate — later to the Caesar, the all powerful, omniscient, god of the Empire. Every province, every district had its Capitol in miniature, its small portion of Roman sovereignty to govern every aspect of daily life. A single law, that imposed by Rome, dominated that Empire which did not represent a confederation of fellow citizens but was simply a herd of subjects.
It is evident that no review of evolution can be complete, unless these two dominant currents are analyzed. However, the self-assertion of the individual or of groups of individuals, their struggles for superiority, and the conflicts which resulted therefrom, have already been analyzed, described, and glorified from time immemorial. In fact, up to the present time, this current alone has received attention from the epical poet, the annalist, the historian, and the sociologist. History, such as it has hitherto been written, is almost entirely a description of the ways and means by which theocracy, military power, autocracy, and, later on, the richer classes' rule have been promoted, established, and maintained.

In fact, it is certain that in proportion as the human mind frees itself from ideas inculcated by minorities of priests, military chiefs and judges, all striving to establish their domination, and of scientists paid to perpetuate it, a conception of society arises, in which conception there is no longer room for those dominating minorities. A society entering into possession of the social capital accumulated by the labor of preceding generations, organizing itself so as to make use of this capital in the interests of all, and constituting itself without reconstituting the power of the ruling minorities. It comprises in its midst an infinite variety of capacities, temperaments and individual energies: it excludes none. It even calls for struggles and contentions; because we know that periods of contests, so long as they were freely fought out, without the weight of constituted authority being thrown on the one side of the balance, were periods when human genius took its mightiest flight and achieved the greatest aims. Acknowledging, as a fact, the equal rights of all its members to the treasures accumulated in the past, it no longer recognizes a division between exploited and exploiters, governed and governors, dominated and dominators, and it seeks to establish a certain harmonious compatibility in its midst — not by subjecting all its members to an authority that is fictitiously supposed to represent society, not by trying to establish uniformity, but by urging all men to develop free initiative, free action, free association.

The main uniform effect of calamities upon the political and social structure of society is an expansion of governmental regulation, regimentation, and control of social relationships and a decrease in the regulation and management of social relationships by individuals and private groups. The expansion of governmental control and regulation assumes a variety of forms, embracing socialistic or communistic totalitarianism, fascist totalitarianism, monarchial autocracy, and theocracy. Now it is effected by a revolutionary regime, now by a counterrevolutionary regime; now by a military dictatorship, now by a dictatorship, now by a dictatorial bureaucracy. From both the quantitative and the qualitative point of view, such an expansion of governmental control means a decrease of freedom, a curtailment of the autonomy of individuals and private groups in the regulation and management of their individual behavior and their social relationships, the decline of constitutional and democratic institutions.
